NITI Aayog's Fiscal Health Index assesses states across five pillars — quality of expenditure, revenue mobilisation, fiscal prudence, debt index, and debt sustainability. 18 major states and 10 NE/Himalayan states are ranked separately using CAG data for FY 2023-24.

Major states and NE/Himalayan states are ranked separately due to structural differences in fiscal capacity, geography, and revenue bases. NE/Himalayan states use additional indicators (committed expenditure, devolution dependence, interest-to-own-revenue). Scores are normalised 0-100 using 10-year best/worst benchmarks. Andhra Pradesh ranks 17th among 18 major states in the "Aspirational" category.
